17:In the last days, God says, I will pour out my Spirit on all people. Your sons and daughters will prophesy,
your young men will see visions, your old men will dream dreams.
18:Even on my servants, both men and women, I will pour out my Spirit in those days and they will prophesy
19: I will show wonders in the heavens above and signs on the earth below, blood and fire and billows of smoke.
The times and age we are in tells us that we are in the last days. Peter quoting Joel (Joel 2:28-30) in these verses lets us know signs of the end times and the power we Believers carry. We are told that as children of God, the Holy Ghost will dwell within us and the signs of his dwelling include: the spirit of prophecy and seeing visions. The gift of prophecy should be desired by all of us and is something we have access to. We do not have to be pastors or ordained clergymen to prophesy.
How can we get the spirit of prophecy? We have to desire it. We have to dwell in the presence of the Lord i.e soak ourselves in Him and worship him. As we live according to His way, Christ will begin to reveal the hidden mysteries to us and we will be able to exercise our dominion as Christians. Situations and circumstances will no longer catch us by surprise and they would have been revealed to us.
